He cannot make a bomb, but he might give lessons

Convict Ergin Aktaş, who has no arms and suffers from chronic obstructive pulmonary disease, has sued the Ministry of Justice for damages on the grounds that ‘He is kept in solitary confinement under inhuman conditions’ in Menemen R-Type Jail. The Ministry has said in its defence, ‘Remandees and convicts are held in single-person cells because they may give lessons in bomb making.’
