If ‘Yes’ emerges from the constitutional amendment referendum, with the size of the vote needed making it virtually impossible for the president, his assistants and ministers to be prosecuted, it will also be impossible for former ministers who have served over the AKP’s fifteen years in power to be investigated.

The approval of 360 MPs will be needed to enable investigations to be started into former ministers, and of 400 for them to be sent to the Grand Chamber. The AKP’s jurists have expressed the view that ‘A new procedure is being introduced with the constitutional amendment. The new procedure will also be applied to former ministers.’
