The bills for Turkish soldiers to be stationed in Qatar and for the conducting of cooperation in the area of education and training for gendarmerie units have been approved.

The General Assembly of Parliament convened under the chairship of Ahmet Aydın. The bill ratifying the Protocol on Cooperation in the Field of Education and Training for Gendarmerie between Turkey and Qatar was approved in the General Assembly of Parliament. It was recalled in the justification for the statute that the Protocol on Cooperation in the Field of Education and Training for Gendarmerie Between the Government of the Republic of Turkey and the Government of the State of Qatar was signed in Doha on 2 December 2015 within the framework of the Security Cooperation Agreement signed on 25 December 2001 between the Ministry of Foreign Affairs of the Republic of Turkey and the Minister of the Interior of the State of Qatar.

It is stated that matters relating to the planning, coordination and execution of training activities and the parties’ duties and responsibilities have been stipulated under the protocol that has been drafted for the purpose of specifying the principles and framework of the cooperation to be established between the Gendarmerie General Command of the Republic of Turkey and the Internal Security Force of the State of Qatar.

Cooperation will be conducted in the following areas under the binational protocol:

  • Visits to units, headquarters and institutions, 
  • Training (including language training) and education to be provided on a mutual basis at the parties’ schools, training centres and units, 
  • Internal security training, training in combatting smuggling and organised crime, training in intervention in mass incidents, training focusing on military policing duties and mobile training team assignments, 
  • In-service training to be given at both parties’ units, headquarters and institutions,  
  • Courses to be run on a mutual basis at the parties’ schools, training centres and units, 
  • Mutual assistance in developing equipment and teaching aids for use in training, 
  • Exchanges of experience and knowledge in matters of common concern and technological cooperation, 
  • Provision of a ‘consultancy service’ with a view to imparting information and experience in training-education and technical-logistic matters, 
  • The sending of staff to undergo training, education and courses at training and education institutions affiliated to the General Staff.
