The Parliamentary Assembly of the Council of Europe (PACE) Monitoring Committee has expressed its serious concerns over the holding of the constitutional referendum in the environment of fear created under the state of emergency.
The committee has stressed that the proposal which was passed very speedily through parliament will derive parliament of its fundamental role and that the separation of powers is indispensable. The AKP was warned that should Council of Europe recommendations and European Convention on Human Rights principles not be abided by, the legitimacy of the process could be called into question.
