Strange agreement in Astana

A text unsigned by the Syrians has emerged from the Syria talks brokered by Russia, Turkey and Iran that have been taking place in Astana for two days. With the guarantor countries undertaking to monitor the ceasefire process, no promise was made ‘to fully lay down arms.’ Neither the Syrian regime nor armed opposition groups signed the joint statement.
